									 CHEMICAL WEAPONS;
BIOLOGICAL WEAPONS; POTENTIAL SCUD HIDEOUTS.

TEXT:
1. [ (b)(1) sec 1.3(a)(4) ]

2. INFORMATION OBTAINED:

     A. [ (b)(1) sec 1.3(a)(4) ]

     B. [ (b)(1) sec 1.3(a)(4) ]

     C. [ (b)(1) sec 1.3(a)(4) ]

     D. [ (b)(1) sec 1.3(a)(4) ]

     F. [ (b)(1) sec 1.3(a)(4) ]

     G. CHEMICAL WEAPONS: SOURCE IDENTIFIED [ (b)(1) sec
1.3(a)(4) ]
SOURCE STATED THAT SOLDIERS WERE ISSUED PROTECTIVE
MASKS BUT NO PROTECTIVE CHEMICAL SUITS. SOURCE CLAIMED THAT NO
CHEMICAL MUNITIONS WERE EVER STORED AT THE DIVISION OR WITHIN THE
DIVISION'S AREA OF RESPONSIBILITY. SOURCE EXPLAINED THAT
CHEMICAL MUNITIONS ARE CENTRALLY CONTROLLED FROM BAGHDAD AND THEY
ARE DEPLOYED INTO AN AREA OF OPERATIONS BEFORE THEY ARE UTILIZED.
WHEN THEY ARE TO BE USED, MUNITIONS ARE BROUGHT BY SOLDIERS AND
OFFICERS OUTSIDE OF THE CORP'S AREA AND WHO HAVE INSTRUCTIONS
FROM BAGHDAD.

SOURCE ADDED THAT DIVISION ARTILLERY ASSETS ARE EMPLOYED FOR
THE DELIVERY OF THE MUNITIONS, BUT LOCAL COMMANDERS HAVE NO
INDEPENDENT AUTHORITY ON CHEMICAL WEAPONS USE. SOURCE CLAIMS
THAT HE HAS NEVER RECEIVED LECTURES OR TRAINING IN THE TACTICS OF
EMPLOYING CHEMICAL WEAPONS.

SOURCE CITED FOUR CHEMICAL AGENTS IN THE IRAQI ARSENAL WITH
WHICH [ (b)(1) sec 1.3(a)(4) ] IS FAMILIAR: "KHARDAL" (A NERVE
OR BLISTER AGENT); "ZUMAN" (A NERVE AGENT); "ZARIN" (A BLISTER
AGENT); "AMIL FUKHAT" (BLISTER AGENT); AND, MUSTARD GAS. SOURCE
SAID THAT CHEMICAL WEAPONS WERE DELIVERED THROUGH ARTILLERY (130
MM AND 122 MM), AIRPLANES AND ROCKETS. SOURCE BELIEVES THAT SCUD
MISSILES ARE CAPABLE OF DELIVERING CHEMICAL WARHEADS. SOURCE
STATED THAT "UNOFFICIALLY," [ (b)(1) sec 1.3(a)(4) ] HAD HEARD
FROM [ (b)(1) sec 1.3(a)(4) ], THAT SCUD MISSILES WERE
CAPABLE OF DELIVERING CHEMICAL AGENTS.

AS AN ASIDE, WHEN QUESTIONED ABOUT CHEMICAL WEAPONS USE,
SOURCE SAID THAT [ (b)(1) sec 1.3(a)(4) ] KNEW THAT IRAQ HAD
USED CHEMICAL WEAPONS AGAINST THE KURDS AT HALEBJAH AROUND 1988.
SOURCE COMMENTED THAT MANY [ (b)(1) sec 1.3(a)(4) ] PRIVATELY
ACKNOWLEDGED THE FACT THAT CHEMICAL WEAPONS WERE USED, BUT FOR
POLITICAL REASONS, IT WAS DEEMED IMPRUDENT TO PUBLICLY STATE THIS
FACT. SOURCE STATED THAT CHEMICAL WEAPONS RELEASE AUTHORITY IS
HELD BY SADDAM HUSSEIN. WHEN REPEATEDLY QUERIED CONCERNING OTHERS
IN THE NATIONAL SECURITY SYSTEM WHO MIGHT HAVE RELEASE POWER,
SOURCE SAID "SADDAM IS THE ONLY ONE."

SOURCE WAS ASKED FOR HIS ANALYSIS OF WHY SADDAM HAD NOT
ORDERED THE USE OF CHEMICAL WEAPONS. SOURCE OPINED THAT SADDAM
FEARED MASSIVE ALLIED RETALIATION IF HE EMPLOYED CHEMICAL
WEAPONS. SOURCE ALSO SPECULATED THAT ALLIED AIR BOMBING HAD
DESTROYED MANY CHEMICAL MUNITIONS PLANTS.

     H. BIOLOGICAL WEAPONS: SOURCE SAID THAT [ (b)(1) sec
1.3(a)(4) ] KNEW VERY LITTLE ABOUT BIOLOGICAL WEAPONS AND HE
CLAIMED THAT IN [ (b)(1) sec 1.3(a)(4) ] SCHOOLS, A MINIMAL
AMOUNT OF TIME HAD BEEN DEVOTED TO THIS SUBJECT. SOURCE DID SAY
THAT [ (b)(1) sec 1.3(a)(4) ] IS AWARE OF ONE SUBSTANCE THAT
HAS BEEN IDENTIFIED TO [ (b)(1) sec 1.3(a)(4) ] AS A
DISEASE-PRODUCING AGENT: "AL GAMRA AL KHABETHA." (DEBRIEFER
COMMENT: ONE OF OUR STAFF TRANSLATORS BELIEVES THIS TRANSLATES
INTO "BURNING CHARCOAL.") SOURCE STATED THAT THIS SUBSTANCE WOULD
PRODUCE LESIONS AND SCABS ON THE SKIN. THE AGENT WAS DELIVERED BY
MEANS OF ARTILLERY OR AIRPLANES. (NFI)
