SUMMARY: REPORT SUMMARIZES THE POST-WAR DISEASE INCIDENCE AND
MEDICAL SITUATION IN IRAQ. SOURCE'S INFORMATION IS DERIVED FROM A
WIDE VARIETY OF UNDISCLOSED SOURCES. ENCLOSURE.

TEXT: 1. [ (b)(1) sec 1.3(a)(4) ]

2. DISEASE INCIDENCE WAS HIGHEST DURING JUNE
AND JULY 1991, WHEN CONDITIONS AND SANITATION WERE
WORST. THE HIGHEST POST-WAR MORBIDITY AND MORTALITY
RATES OCCURRED DURING THIS PERIOD, WITH ACUE D AJRHEAL
DISEASES (BACTERIAL AND VIRAL) CAUSING MOST INFECTIOUS
ILLNESS. OVERALL, WITH IMPROVING CONDITIONS, DISEASE
INCIDENCE BEGAN TO STABALIZE IN AUGUST 1991, WITH A
TREND TOWARD DECREASING INCIDENCE CURRENTLY OBSERVED.
HUMANITARIAN ASSISTANCE FROM INTERNATIONAL ORGANIZATIONS
CONTRIBUTED SIGNIFICANTLY TO THE STABALIZATION AND
IMPROVEMENT IN MEDICAL CONDITIONS. HOWEVER, DUE TO THE
LACK OF ADEQUATE PRE-WAR DISEASE REPORTING BY THE IRAQI
GOVERNMENT, A PRE-WAR BASELINE FOR NORMAL DISEASE
INCIDUCE CANNOT BE ESTABLISHED, MAKING COMPARISON OF
PRE- AND POST-WAR MORBIDITY OR MORTALITY RATES DIFFICULT.

3. COUNTRYWIDE, THE NUMBER OF TYPHOID FEVER
CASES IN JUNE 1991 WERE THREE TIMES HIGHER THAN DURING
JUNE 1990. SIMILARLY, HEPATITIS (PRESUMABLY HEPATITIS
A) WAS TWO AND ONE-HALF TIMES HIGHER; AMOEBIC DYSENTERY
WAS TWO TIMES HGHEJ. FIGURES ARE BASED ON DATA PROVED
BY IRAQI PHYSICIANS TRAATING PATIENTS IM HOSPITALS.
[ (b)(1) sec 1.3(a)(4) ]. CURRENTLY, APPROXIMATELY 300
CONFIRMED
CHOLERA CASES HAVE OCCURRED SINCE THE END OF THE WAR.
[ (b)(1) sec 1.3(a)(4) ]

4. [ (b)(1) sec 1.3(a)(4) ]

5. DISEASE CONDITIONS OBSERVED AT SIGNIFICANTLY ELEVATED LEVELS
IN NORTHERN IRAQ (PRESUMABLY KURDISH POPULATIONS) SINCE THE END OF
THE WAR ARE DIARRHEA, DERMATOLOGIC CONDITIONS, SCABIES, AND
CONJUCTIVITIS; ELEVATIONS IN PRE-WAR INCIDENCE IS PRIMARILY
ATTRIBUTED TO POOR SANITARY CONDITIONS.

6. [ b.2. ]WITH THE ADVENT OF THE WINTER SEASON,
MENINGOCOCCAL MENINGITIS, UPPER RESPIRATORY INFECTIONS, AND
CHILDHOOD DISEASES (MEASLES,DIPHTHERIA, PERTUSSIS) ARE EXPECTED TO
INCREASE. OUTBREAKS MAY OCCUR IN POPULATIONS RECEIVING INADEQUATE
MEDICAL CARE.
