SUMMARY:   [      (b)(1) sec 1.3(a)(4)    ]  MOROCCAN
VETERANS OF THE GULF WAR HAVE NOT SUFFERED FROM ANY UNUSUAL
OR UNEXPLAINED ILLNESSES SINCE THEIR RETURN.

TEXT:  1.   [      (b)(1) sec 1.3(a)(4)    ]  THE PURPOSE OF THE 
MEETING WAS TO
INVESTIGATE THE POSSIBLE USE OF CHEMICAL AGENTS DURING THE
GULF WAR, AND, IF POSSIBLE, TO ASCERTAIN THE ORIGIN OF THE
MYSTERIOUS ILLNESS SUFFERED BY A NUMBER OF AMERICAN VETERANS
OF THE GULF WAR.  IN ADDITION TO A FEW KEY STAFFERS, THE
SENATOR WAS ACCOMPANIED BY MG (DR.) RONALD BLANCK, COMMANDER
OF WALTER REED ARMY MEDICAL CENTER.

2.   IN THE COURSE OF THE ONE HOUR MEETING, SENATOR
SHELBY, GENERAL BLANCK, AND KEY STAFFERS--

-    EXPLAINED THE PURPOSE OF THE CODEL'S VISIT;

-    PROVIDED DETAILS OF FIVE CZECH AND FRENCH DETECTIONS
(SOME VERIFIED BY PORTABLE CZECH LABORATORIES) OF LOW LEVEL
CHEMICAL AGENTS (TYPE G NERVE AND MUSTARD) IN THEATER
BETWEEN 19 AND 27 JAN 91;

-    NOTED THAT SOME TWO THOUSAND (2000) AMERICAN GULF WAR
VETERANS FROM THROUGHOUT THE THEATER OF OPERATIONS WERE
EXPERIENCING UNUSUAL ILLNESSES WITH UNEXPLAINED MEDICAL
SYMPTOMS; AND,

-    QUERIED THE MOROCCANS ON THEIR EXPERIENCES IN SAUDI
ARABIA VIS-A-VIS THEIR CHEMICAL OFFENSIVE AND DEFENSIVE
CAPABILITIES DURING THE GULF WAR AND POSSIBLE UNEXPLAINED
ILLNESSES AMONG THEIR RETURNING VETERANS.

THE DELEGATION EMPHASIZED THAT THE DETECTIONS AND
VERIFICATIONS SHOWED ONLY A VERY LOW LEVEL
CHEMICAL PRESENCE.

4.   THE MEETING INCLUDED A SERIES OF ADDITIONAL
QUESTIONS AND ANSWERS [      (b)(1) sec 1.3(a)(4)    ] CONCERNING 
SPECIFIC SYMPTOMS EXPERIENCED BY
THE AMERICAN VETERANS, OTHER POSSIBLE CAUSES OF THE
ILLNESSES, AND CORRELATION BETWEEN THE CHEMICAL DETECTIONS
AND LOCATION OF U.S. FORCES SUFFERING THE UNEXPLAINED
ILLNESSES.  [      (b)(1) sec 1.3(a)(4)    ] ASKED IF THE CAUSE OF 
THE
ILLNESSES COULD NOT BE FROM PARASITES FOUND IN THE SAUDI
DESERT.  IN SHORT, [      (b)(1) sec 1.3(a)(4)    ] NOTED THAT--

-    THE SYMPTOMS EXPERIENCED HAVE BEEN VERY GENERAL BUT
PERSISTENT (FATIGUE, SORENESS IN JOINTS, HEADACHES, RASH,
GUM SORENESS, ETC).  BECAUSE ALL NORMAL TESTS SHOW NEGATIVE,
THE ILLNESSES SUFFERED BY THE AMERICANS CANNOT BE TIED TO A
SPECIFIC CAUSE.

-    THE SYMPTOMS ARE NOT VISIBLY RELATED TO NORMAL, KNOWN
REACTIONS TO CHEMICAL EXPOSURE.  HOWEVER, OUR EXPERIENCE IS
VERY LIMITED AS TO WHAT NORMAL REACTIONS ARE TO VERY LOW
LEVELS OF CHEMICAL EXPOSURE.

-    THERE IS NOT A STRONG CORRELATION BETWEEN THE LOCATIONS
OF THE FIVE CHEMICAL DETECTIONS AND THE LOCATIONS OF THE
AMERICANS WHO ARE NOW SUFFERING THE MYSTERIOUS ILLNESSES.
