SUMMARY:        IRAQI CHEMICAL CAPABILITY REPORTEDLY MAY

FROM DEVELOPING A NUCLEAR DEVICE.

IRAQ HAD NOT OVERCOME MANY OF THE PROBLEMS OF AGENT

DENY THAT IRAQ
HAS BINARY WEAPON. [      (b)(1) sec 1.3(a)(4)    ] PERSONAL VIEW
