Subject:Form Dictation Attached is the form of the chemical preparations situation. Please dictate it quickly and return it to us within 48 hours. The unit commander will be held responsible for any delay. Please consider. Lieutenant Hamid Majied Eidan c/o Infantry Twenty Ninth Commander Secret Words are as follows: The Plan of Sabotage Your battalion will be responsible for the postponed sabotage of the "31"oil wells as follows: 17 wells at the gathering center No. (16) and 14 wells at the gathering center No. (18) according to the following Listing : 1- Postponed sabotage responsibility of the wells at center (16) at Oum Al Managiesh -17Wells: A- Commander First Lieutenant Murwan Tahsien Aulwan, his alternative Lieutenant Ahmed Abbass Ibrahim. B- Composition 1- Engineering Squad plus special allocation necessary for each well. C- Duty : First : Explosive should be prepared in sacks, covered carefully without engagement means on the target designated at each well. Second : Constant stationing at the positions at center (16) Divisions should be ready to disperse to the wells as soon as they receive the orders from the commander of sabotage appointed by his Brigade. Third :Sabotage priorities should be given to the distant ones at the threatening front of the enemy to the near ones close to our divisions according to the attached diagram serialized according to sabotage order of the wells in the diagram. 2- Postponed Sabotage Responsibility of the wells at the center (18) - OumQadier -14 wells :- A- Commander First Lieutenant Mohamed Najm Aboud, his alternative lieutenant Mar'ei Hssan Ali. B- Composition : Engineering Squad +Special destructive allocation for each well. C- Duty : As mentioned a above, except the overnight practice which should be at position (18). 3- Sabotage Recommendations that should be followed in addition to what is mentioned above: A. Choosing explosive positions at the right place. B. Each session must have an igniting tool (Normal - Electric). C. Daily checking of all the explosives as well as the wells in case of pressure vibrations which must be reported to engineers and the sabotage guards who are also responsible. D.The force size and order of duties should be known as well as the wells they are assigned to . Necessary training should be done without ignition tools . Any changes in the order should be notified to headquarters. E. Ignition tools should not be connected to the explosives without the order of the commander. F. The forces on duty should be formed according to the dems. (1,2). G. Protection masks should be worn at any explosion , as poisons or poisonous gases are found at the wells. They should also be worn in practices. H. Awareness and cation should be taken to clear the areas from any people before any explosions. I. Secure the safety distance of 1KLM at least , away form the explosion point. J. Whoever is in charge of the explosion should be apposite to the direction of the wind ( the general direction) and at the top of the electricity current. K The work should be co-ordinate and should start at the most distant point and should be directed at (unclear word) Please do the necessary and report to us your receipt. Colonel A.Ali Mahdi Emphasis was made on the following : 1- Upgrading the level of chemical awareness of all (Officers and ranks) . Training hours were extended, emphasis was also made on the maintenance of chemical protection devices - This is because the state of war against the enemy (American & Zionist ) is still on. 2- Repeated visits should be made to the units on regular bases to follow the work of the chemical guide. 3- Continued to hold sessions and deliver lectures to the officers and ranks. 4- Sending all positions situations from our command showing the specified timing. 5- Re-considering of electing clearing lines. They should be near transportation routes with indicative signs. 6- Cheating and hiding the technical special vehicles and laying water tanks at the clearing station with words (water not suitable for drinking) written on them. 7-(unclear words) 8- Building chemical observers according to the attached diagram sent with our secret letter No. 262 dated 12/02/1990 securing the completion of all its units. 9- Complete building the groups protection units as soon as possible. 10- Providing us with clue for distributing the chemical effort immediately in any changing situation. 11-During the P.S. Intelligence officer's visit of K FL3 (unclear word), the following issues were observed: A. The intersection between Infantry Brigade 17 - The chemical observatories are not up to the requirements of the purpose they were made for, as they are not complete. B. Intersection at Bregade 18-No. chemical observatories for the Bregade formation. C. Intersection at Bregade 14. locks chemical warning devices. D. Intersection at Bregade /18 The Intellegence observatory is stationed at the same range of infantry 704 / observatory . This should not be the case . E. Intersection at Bregade 121 . No. Chemical observation exist at infantry 83 Battalion.
