SUBJECT:  RII-1475, IRAQI CHEMICAL MINES IN THE KTO

DIA CANNOT CONFIRM NOR REFUTE THE EXISTENCE OF IRAQI CHEMICAL 
MINES; NOR CAN DIA CONFIRM THEIR EMPLOYMENT IN OBSTACLES BARRIERS. 
 BASED ON AVAILABLE INFORMATION, WE BELIEVE IT IS MORE LIKELY THAT 
IRAQ DOES NOT HAVE CHEMICAL MINES.  DIA HAS NMO INFORMATION ON 
INDICATORS OF CHEMICAL MINE EMPLACEMENT IF THEY DO EXIST AND ARE 
BEING EMPLACED.  IF IRAQ HAS CHEMICAL MINES, WE EXPECT THEY WOULD 
BE USED DEFENSIVELY, I.E. AS AN AREA DENIAL WEAPON TO COVER THE 
RETREAT OF AN IRAQI UNIT BEING OVERRUN.  IN THIS WAY IRAQI TROOPS 
WOULD NOT HAVE TO COVER THEIR RETREAT WITH LIVE FIRE.  A 
PERSISTENT AGENT WOULD BE BEST SUITED FOR THIS USE.
