SUBJECT:  IRAQI USE OF OIL AND ELECTRICITY TO REPEL INVADERS

1.  PURPOSE:  

2.  DURING THE WAR WITH IRAN, THERE WERE REPORTS OF IRAQI ATTEMPTS 
TO USE BOTH GASOLINE AND ELECTRICITY AS DEFENSIVE WEAPONS IN 
MARSHLANDS.  THESE EFFORTS REPORTEDLY OCCURRED IN THE MAJNOON 
AREA, LOCATED NORTH OF BASRAH.  THE INTELLIGENCE COMMUNITY WAS 
UNABLE TO SUBSTANTIATE THESE REPORTS.  THERE WAS NO REPORTING OF 
SIMILAR TACTICS BEING TRIED IN COASTAL WATERS.

3.  ELECTRICAL CURRENT WOULD BE READILY DISSIPATED INWATER, 
ESPECIALLY SALTWATER.  SINCE IT WOULD NOT BE A COMPLETE ELECTRICAL 
CIRCUIT, TI WOULD BE A DEAD SHORT AND, THEREFORE, RESULT IN AN 
IMMEDIATE POWER FAILURE.
