SUBJECT:  CHEMICAL MUNITIONS AND MINES

l.  CHEMICAL MUNITIONS ARE AVAILABLE TO IRAQ.

2.  IT IS HIGHLY LIKELY CHEMICAL MINES WERE AVAILABLE TO IRAQ 
BASED
ON INFORMATION DERIVED FROM A NUMBER OF    [   (b)(1) sec 
1.3(a)(4)   ] ASSESSMENTS OF AVAILABLE IRAQI TECHNOLOGY PRIOR TO 
DESERT STORM.

3.  [   (b)(1) sec 1.3(a)(4)   ] CONTINUED TO SUGGEST THE PRESENCE 
ON CHEMICAL MINES AND OTHER MUNITIONS IN THE KTO AFTER HOSTILITIES 
COMMENCED.  MOST NOTABLE AMOUNG THESE REPORTS WAS THE INDICATION 
OF "SURPRISE CHEMICAL MINES" (BOOBYTRAPS) WITHIN KUWAIT CITY.  
NOTHING HAS COME OF THIS PARTICULAR REPORT.
                                                                
4.         UPON COMMENCEMENT OF LAND HOSTILITIES THE  [   (b)(1) 
sec 1.3(a)(4)   ] REPORTED ENCOUNTERING CHEMICAL MINES.  THIS WAS 
LATER DISCOUNTED.

5.         TO DATE, CHEMICAL MINES AND OTHER MUNITIONS HAVE NOT 
BEEN ENCOUNTERED.  THERE IS NO REASON TO SUGGEST THAT THEY WILL 
NOT BE ENCOUNTERED IN THE CURE ESPECIALLY IN THE VICINITY OF 
DESTROYED AMMO STOCKS.  TO DATE, AN INFINTESIMAL NUMBER OF 
MUNITIONS AND MINES HAVE BEEN ENCOUNTERED/DISARMED.  THEY MAY 
STILL BE ENCOUNTERED.

6.          ALTERNATIVELY, THE STOCKS MAY HAVE BEEN WITHDRAWN INTO 
IRAQ ONCE COALITION LEADERS ANNOUNCED THE "DIRE CONSEQUENCES" FOR 
IRAQ IF SUCH WEAPONS WERE USED OR TACTICAL COMMANDERS MAY HAVE 
LOCALLY DETERMINED THAT USE OF THESE WEAPONS WOULD NOT BE TO THEIR 
ADVANTAGE BASED ON SUCH FACTORS AS THE LEVEL OF TRAINING AND 
CHEMICAL DEFENSE EQUIPMENT OF THEIR OWN TROOPS.

7.          ANOTHER ALTERNATIVE IS THAT WE MISASSESSED IRAQ'S 
DEPLOYMENT OF CHEMICAL WEAPONS INTO THE KTO AND HIS INTENTION´┐Ż TO 
EMPLOY SUCH WEAPONRY.  INDEED, [      (b)(1) sec 1.3(a)(4)    ] 
CONSIDERABLE DISCUSSION TRANSPIRED ON SADDAM`S ABILITY TO MATE 
CHEMICAL WARHEADS TO SCUDS.

8.          FINALLY, WE MAY HAVE DESTROYED MANY OF THE WEAPONIZED 
CHEMICAL MUNITIONS AND/OR MINES WITH OUR STRIKES.

9.          IRAQ ATTEMPTED TO BUY CHEMICAL MINE BODIES FROM A 
NUMBER OF NATIONS.  IRAQ HAD THE ABILITY TO PRODUCE A VARIETY OF 
AGENTS.  A CHEMICAL MINE NEED NOT BE MORE SOPHISTICATED THAN A CAN 
WITH A BURSTER CHARGE, THUS IRAQ COULD HAVE PRODUCED CHEMICAL 
MINES OR ASSEMBlED THEM OUT OF FOREIGN COMPONENTS.  IF CHEMICAL 
MINES WERE USED, LIMITED REPORTING SUGGESTS A CHEMICAL MINE WOULD 
BE
INTERSPERSED WITH CONENTIONAL MINES.
