 BACKGROUND. THE WAR DAMAGED KUWAITI OIL
PIPELINE BAFFLED RELEASED CRU0E OIL THAT CAUSED CONTAMINATION 
ALONG
THE SAUDI ARABIAN COSSTLINE. THIS CONTAMINATION THREATENED THE
WATER DESALINIZATION PLANTS L0CATED ALONG THE SAUDI PERSIAN
COASTLINE. IN AN EFFORT TO ABATE THIS THREAT, THE SAUDI GOVERNMENT
CALLED FOR INTERNATIONAL BIDS TO SOLVE THE PROBLEM.
2.  PROJECT COORDINATOR. THE SAUDI GOVERNMENT DESIGNATED
THE SAUDI ARABIAN METEOROLOGICAL AND ECOLOGICAL PROTECTION AGENCY
\MEPA) AS PROJECT COORDINATOR. THIS AGENCY IS SUBORDINATED TO THE
MINISTRY OF DEFENSE, BUT STAFFED BY SAUDI CIVILIAN NATIONALS. MEPA
IS HEADED BY DR. ((AL-GAIN)) AND ASSISTED BY MR. ((TAWFIQ)).
3.  GENERAL CONTRACTOR. THE GENERAL CONTRACT FOR CLEANUP
IS LET TO 1 U' S. COMPANY FOR THE AGREED SUM OF 15 MILLION U. S.
DOLLARS. THIS AMOUNT WAS FOR ONLY THE FIRST PHASE OF A TWO-PHASE
PROJECT. THE GENERAL CONTRACTOR SUBLET WORK TO A DUTCH AND A U. S.
COMPANY.
4.  PHASE I. PHASE I OF THE PROJECT COMMENCED IN FEBRUARY
1991. THE OBJECTIVE OF THIS PHASE WAS TO HALT THE SOUTHWARD
MOVEMENT OF THE OFFSHORE OIL CONTAINMENT. TO ACHIEVE THIS
OBJECTIVE, AN OIL CONTAINMENT BOOM WAS FLOATED OFFSHORE AT AD
DAMMAM//GEOCOORD:2630N/05010E?/ AND MOVED NORTHWARD TO AL
JUBAYL//GEOCOORD:2700N/04960E//. ABA ALI//GEOCOORD:2730N/04950E//,
THE CRESCENT SHAPED ISLAND TO THE NORTH OF AL JUBAYL, HAD ACTED AS 
A
NATURAL BARRIER BY STOPPING TWE GREATER PERCENTAGE OF OIL
CONTAMINATION. TO HORIZONTALLY EXTEND THE ABA ALI BARRIER, THE OIL
CONTAINMENT BOOM WAS ANCHORED JUST OUTBOARD OF THE ISLAND. THIS
MANMADE AUGMENTAT&ON OF THE NATURAL BA
SOUTHWARE MOVEMENT OF THE CONTAMINATION. THIS RESULT COMPLETED THE
PHASE I OBJECTIVE OF THE PROJECT.
5.  PHASE III PHASE II OF THE OPERATION WILL CONCENTRATE
ON THE INSHORE CONTAMINATION. THE SAUDZ GOVERNMENT ENVISIONS THIS
PHASE TO BE VERY LONG-TERM. [      (b)(1) sec 1.3(a)(4)    ]
