The Chief Commander, May God preserve his life) has ordered:
That the Office of the Chief shall not be approached to
request an exemption for the organizations of public benefit, the
federations, unions and the People's Army from the provisions of
article A of the resolutions of the Revolution Command Council
number 996 for 1976 and to apply the article in question only to

Defense and to all civilian departments, in the absence of the
head of the department, and when the deputy is acting on his

Reference the secret letter number 14581 of 25 October 1089
from the Directorate of (illegible), which was delivered to us
with the secret letter number 140 of 14 November 1989 from the
18th Division's Administrative Office, and based on the directives
of higher authorities concerning efforts to reduce road accidents
and refusal to be held liable for drivers not carrying the
military drivers's license, it has been decided:
That all military drivers who (illegible) be provided with a
military driver's license, Form (illegible), issued by the above-
mentioned directorate so that the military person who carries the
said license will be considered officially authorized to drive a
military vehicle. The number of collisions with military vehicles
can be verified in the courts, since a violation by a licensed
military soldier costs the treasury a lot of money. Please take
the necessary action.

EXACT COPY OF LETTER
In compliance with the orders of the Commander in Chief (May
God preserve his life) issued on 20 Jamuda II 1410 H, which
corresponds to 17 January 1990, concerning the freedom of Iraqis
to travel all over the world, the Economic Committee has
instituted the following controls in implementation of the
Commander n Chief's orders:
1. Iraqis shall be permitted to travel overseas without
remittance and with no restriction as to the number of trips made
in the course of one year.
2. A maximum remittance of U.S. 700.00 dollars or equivalent
currency from list of currencies will be allowed for one time
during the year.
3. Approval of travel will be in effect for one month from
the time the approval is given and the traveler will not be
allowed to make a remittance or maintain it at the expiration of
that period.
4. The Iraqi traveling overseas will be allowed to pay for
his ticket in Iraqi dinars and he must use the Iraqi Airlines.

1. Purpose:
To prepare the Directorate's plan of action to cover the
period from 1 January 1990 through 30 March 1990.
2. The Plan's Implementation Date:
The plan is to be implemented effective 1 January 1990 as
soon as you receive it. The classified documents are to be
forwarded to (illegible) from the date of formation and in
accordance with the instructions contained in the Administration
Office's top secret letter number 3396 of 1 July 1989.
3. Adherence to the Plan:
The sections and departments will adhere to the plan and will
not return the files set over to them. The sections must
coordinate with the commands and directorates who have the
responsibility to discuss objections to the set-over of documents.
4. The First Section:
This section will receive the (illegible) number of documents
and records set over by the following commands and directorates:
Sending Party:
Secretariat of the Ministry of Defense; Office of the Army Chief
Staff and affiliate directorates and units; Secretariat and office
of Army the Chief of Staff; Department of Orientation and
Information; Department of Inspection; the Legal Department;
(illegible) 1st Corps, 2nd Corps, 3rd Corps, 4th Corps, 5th Corps,
6th Corps, 7th Corps; Commander of the Land Forces; and Commander
of the Air Forces.
Retired Files: Starting from the date of formation and subsequent
coordination, and those that have been around for ten years or
more.
Forwarding Procedures: Coordinate with the Directorate
Headquarters and the branch directors.
5. The Second Section:
Department of Operations and its directorate, Directorate of
Guerilla Warfare, Intelligence Directorate, Directorate of Survey,
Directorate of Organization (Battle Order), Directorate of
Mobilization and Survey, Directorate of Supplies and Transport,
Directorate of Planning, Command Centers, Directorate of Shots,
Clubs and Military Housing, Directorate of Contracting and
Acquisitions, Supply and Transport Service, and the Control
Branch.
Retired Files: Starting from the date of formation and subsequent
coordination. Those that are ten years old or more should be
sent to the headquarters.
Forwarding Procedures: Coordinate with the each directorate
headquarters and with the branch directors.

and organizations. These include the Directorate of Military
Training, Directorate of Inspection, Directorate of Combat
Development, Directorate of Printing, Institute of Languages for

Directorate of Air Force, Al-Bakr University for Higher Military
Studies and its affiliate faculties, Directorate of Artillery,
Directorate of Anti-aircraft Artillery, Directorate of Chemical
Branch, the Military Academy of Military Colleges, and the Command
and Leadership College
Retired Files: Starting from the date of formation.
Coordination: Coordinate with each directorate headquarters and
with the directors of branches.
7. The Fourth Section:
Directorate of Administration and affiliate departments,
directorate of Command, Directorate of Public Affairs, Directorate
of Medical Affairs, Directorate of the Administrative Branch,
Directorate of Military Control, Directorate of Conscription,
Directorate of Military Mail, and the General Sites Command.
Retired Files: Starting from the date of formation and files which
have been around for more than ten years.
Coordination: Coordinate with the directors of branches.
8. The Fifth Section:
a. Responsibilities include sorting, classifying,
photocopying all records and documents returned to the
units, as well as the files that fall within its area of
responsibility.
b. Should provide a weekly status report of number of
documents sorted, classified and photocopied weekly.
c. Should complete all assignments by the end of March
1990.
9. The Sixth Section:
b. It screens special films at the request of branches.
b. It (illegible) the films shot by the branches.
c. It returns the films to the branches to be checked.
d. It maintains the films in the files section according
to the applicable procedures.
