18th Division Command letter number 3138 of 24 November 1989, we

There is a phenomenon that military service deserters wear
military uniform as a disguise so that their identity will not be
checked by the controls and detachments since they are deemed in
the military. Additionally, they use the Egyptian military
uniform and speak an Egyptian dialect for the same purpose.
Please be advised and take whatever action is appropriate
concerning this matter.

for the Army Files and Records.
Reference the letter number 850 of 2 February 1989 from the
Administration Department, which was delivered to us with letter
number 775 of 16 March 1989 from the 18th Division Command:
1. Attached is a copy of the standard classification system
of the Army files and records which will be phased in during the
second half of this year.
2. A meeting of representatives of commands and departments
will be held in the Military Documentation Directorate in February
1989 to explain and clarify the principles and bases of this
system. The departments and commands will then be invited to
submit their comments about the system in June 1089.
3. The commands and departments and affiliate directorates
will furnish the Military Documentation Directorate on 15 October
1989 with topics and subtopics they deal with a view to
standardizing them and finalizing and applying the new system
effective 1 January 1990.
4. The content of the attached system will be applied
effective 1 July 1989.

Standard Classification System for the Army Files and Records
1. The standard classification system must encompass the
activities of all directorates, commands, departs and units in the
Armed Forces so as to meet the actual and potential requirements.
It should take into consideration the logical sequence in
classifying subjects and topics so that the system can be used on
computers and by technical equipment. Therefore, the following
method must be applied:
a. The following classification must be followed as a basis
for the system according to the pyramid-shaped structure below:
First: Part Second: Chapter Third: Section
b. The part is used to cover specialized activities. The
part is then divided into chapters dealing with the same activity.
Each chapter discusses homogeneous documents which must be
sequenced logically to establish relationship between them and
other documents. In the same fashion the chapter is divided into
sections, each representing a specialized file based on the volume
of topic in the chapter itself.
c. Coding must be organized by using compound serial numbers
so that the part is assigned a number from which a code (number)
can be derived for the chapter, from which a number can be
assigned in turn for the section, if necessary. This numbering or
coding should meet the requirements of the system.
d. The code number for the first chapter in each part should
be assigned for the miscellaneous documents files (general). In
it the following the cases are maintained:
First. When there is a specific number of correspondence
pertaining to various subjects. Should there be an excess of
correspondence documents for one specific subject, another file
may be set up according to the instructions in the manual.
Second. The correspondence covered in general terms by the
chapter's topics, which cannot be maintained in specific files.
Third. The infrequent correspondence which may crop up once
in a while or several times. This is done to avoid waste in
setting up several files.
e. The code number for the second chapter in each part is
assigned for classified documents files.
f. The number and specifics of sections are left to the
units to complete in accordance with the requirements of each unit
at present. These, however, will be standardized later on.

2. The standard classification system of files and records in the
Army (attached Appendix A) may be substituted for the multiple
systems currently in use. Individual improvising in setting up
files should be prohibited.
3. Advantages of Classifying the Army Files and Records.
a. Standardization: The system ensures standardization of all
classification systems currently in use by the Armed Forces units.
Individual improvising in setting up files should be banned.
b. Flexibility: Each part is divided into an unspecified number
of chapters so that the various requirements of the units can be
covered.
c. Comprehensibility: The part can accommodate an unspecified
number of files used by the military units.
d. Control: Ensuring control of files so that inter-related
information and documents can be collected.
e. Simplicity: The ease of using numbers listed in the manual by
all personnel at all levels.
f. Subject: The system ensures clear and brief titles for the
files so that they can be understood by all users.
g. The system can be applied by using modern technologies
currently in use or will be used.
h. Economy: Setting up files will be confined to activities
engaged in by each unit according to the units' needs, while
providing for possible combining of files used by two or more
platoons two or more files into one file and disallowing redundant
files at more than one site.
4. The system will be applied on an experimental bases in the
second half of 1989, and the departments and regiments will submit
their comments in June 1989 following the meeting of interested
parties at our directorate during the month of February 1989.
The purpose of the meeting is to clarify principles and bases used
by all directorates/commands with a view to standardizing them and
finalizing and implementing the system as of December 1990.
