SUMMARY:      THE IRAQIS DEVELOPED A SERIES OF BACKUP PRODUCTION
FACILITIES WHICH INCLUDED CHEMICAL BIOLOGICAL WEAPONS FACTORIES.
RETIRED AND OUT OF WORK EXPATRIATE ENGINEERS FROM DIFFERENT
COUNTRIES WERE RECRUITED BY THE IRAQIS TO WORK IN THESE BACKUP
PRODUCTION FACILITIES.

3.       THE IRAQIS DO NOT FEAR EGYPTIAN OR SYRIAN RESPONSE TO A
CHEMICAL ATTACK, BECAUSE NEITHER COUNTRY POSSESSES THE CAPABILITY
TO
RESPOND IN KIND.  DURING THE IRAN WAR, CHEMICAL WEAPONS WERE FIRST
USED IN THE MOUNTAIN AND VALLEY REGIONS OF THE NORTH.  VALLEY WINDS
WERE UNPREDICTABLE AND OFTEN BOTH IRANIANS AND IRAQIS WERE KILLED
DURING CHEMICAL ATTACKS.  IN THE SOUTH NEAR AL BASRAH, ATTACKING
CHEMICAL FORCES HAD TO BE CERTAIN OF WIND DIRECTION BECAUSE OF THE

WIDE OPEN AREAS IN THE REGION.
