      IN CHEMICAL ACTIVITY, SADDAM HUSAYN HAS REPORTEDLY GIVEN THE
ORDER TO BEGIN USING CHEMICAL WARFARE AS OF TODAY.  AT THE LEAST,
HUSAYN IS WAGING A PSYCHOLOGICAL CAMPAIGN TO PREPARE BOTH IRAQI
CITIZENS AND COALITION ADVERSARIES FOR EMPLOYMENT OF CHEMICAL
WEAPONS.  HE HAS NOT RELENTED IN HIS THREAT TO USE CHEMICAL
WEAPONS, DESPITE DAMAGE BY COALITION STRIKES TO HIS MANUFACTURING
CAPABILITY.  HE HAD ALREADY WEAPONIZED CHEMICALS AND DEPLOYED THE
MUNITIONS TO FIELD LOCATIONS, PRIOR TO THE INITIATION OF
HOSTILITIES.

      THE OIL SLICK CONTINUES TO SPREAD, INITIATED FROM AT LEAST 3
LOCATIONS.  U. S. OFFICIALS IN RIYADH REPORT THAT THE THREAT POSED
BY
THE GULF OIL SLICK TO THE KINGDOM'S FRESH WATER SUPPLY COULD BE
SEVERE.  SAUDI ARABIA'S DESALINATION AND DISTRIBUTION SYSTEM,
DESCRIBED AS THE MOST COMPLEX IN THE WORLD, CONSIST OF 21
DESALINATION PLANTS THROUGHOUT THE KINGDOM.  IF THE SLICK WERE TO
FORCE THE PLANTS TO SHUT DOWN, SOME FORM OF WATER RATIONING
PROGRAM WOULD MOST LIKELY BE INSTITUTED. THE BACKUP SYSTEM FOR
THE SAUDI EAST COAST IS A SERIES OF HEAVILY MINERALIZED WELLS,
WHICH
IS A HIGHLY QUESTIONABLE SOURCE OF DRINKING WATER.  (SSO DIA.
