ACTION SUMMARY
1.     Purpose. Provide USCINCCENT with NSC PSYOP strategy on how to
deter Iraqi enemy forces from employing chemical weapons.

2.     Discussion. USD(P) memorandum* with attached NSC PSYOP strategy
requests the PSYOP information be forwarded to USCINCCENT for use as
appropriate. USD(P) stated no further interagency coordination is
required.

3.     Recommendation. Recommend the CJCS sign and release the attached
message (TAB) which forwards to USCINCCENT NSC and USD(P)'s PSYOP
recommendations.                           -
