PU RPOSE

ù To deter Iraqi forward combat organizations from employing chemical weapons

TH E M E

ù Personnel who employ chemical weapons will be held personally responsible.

AUDIENCE

ù Commanders, staffs, and individuals in or associated with units possessing
chemical weapons capabilities

TALKING POINTS

ù The use of chemical weapons is a reprehensible action, contrary to the Geneva
Conventions, and against the Laws of War.

ù Commanders, staffs, and individuals who order the use of chemical weapons will
be held personally accountable for their actions.

ù Individuals who actually employ chemical weapons will be held personally
accountable for their actions also.

ù Iraqi forces will be defeated; victory by the Coalition forces will be swift and
inevitable.

ù Saddam Hussein will not be there to help you; the personal consequences will be
yours.

POINTS TO BE AVOIDED

ù Messages should not mention specifically war crimes trials or other tribunal type
action .
