ACTION SUMMARY
1. Purpose. This is to authorize drawdown of chemical defense equipment (CDE) from theater reserve stocks in Europe and Conus and shipment to the Persian Gulf for possible use by up to 8,000 US additional
civilians.
2. Discussion:
a. There are approximately 20,000 US civilians in the Persian
Gulf that State considers "at risk" from chemical-biological attack.
Some have been equipped with CDE by th~ir employers.
b. State Department plan involves stockpiling and partial
distribution in the Eastern Province of Saudi Arabia, Qatar, and
Bahrain. Congen Dharan and Embassies Manama and Bahrain would inform
US citizens that CDE will be stockpiled in their regions and will be
available to those citizens who request it. CDE would be stockpiled
but not distributed in the Central Province of Saudi Arabia.
c. 6,000 full sets of chemical defensive equipment (CDE) in
varying sizes are with USMTM Saudia Arabia and are available for use.
d. 6,000 masks, with ponchos and gloves, supplied by DOD, are now
being moved to Saudia Arabia and expected to arrive NLT 19 Jan.
e. The Interagency Deputies (ADM Jeremiah representing the Joint
Staff), directed that DOD ship 8,000 additional protective masks,
overgarments, boots, and gloves to the AOR.
f. The Joint Services (Chemical Defense) Coordinating Committee
advises that the 8,00~ sets of CDE are available and will have minimal
readiness impact within DOD. Equipment will come from theater reserve
stocks in Europe and CONUS.

g. USCINCCENT is assisting embassy officials in ~he AOR.
h. OSD Legal Offices advises of potential problems
with distributing expendable CDE to non-DOD civilians. They
are working with State Dept for resolution. This should not
delay shipment and stockpiling in AOR.
3. Recommendation. That DJS approve drawdown of theater
reserve stocks in Europe and CONUS and approve action by DJ-4 to ship the above items to the AOR, with a 21 Jan 91 in-place date desired. rm~
