CCP moves air eligible cargo to Dover Air Force Base, which
is the aerial port of embarkation (APOE). Dover AFB has a
routine air line channel established to Dhahran, which is
the aerial~port of debarkation (APOD). Dhahran has a break
bulk point to break out cargo and transship the cargo to the
in-country Direct Support Unit or consolidated receiving
point. ALOC order ship time to Saudi Arabia is currently 23
days.
(2) Ports. Overall capacity of air and sea ports in
the infrastructure exceeds our anticipated port
requirements. Modern port facilities exist in Saudi Arabia
allowing for planned throughput of requirements to include
the use of containerized cargo resupply. 70 percent of port
throughput capacities in the theater have been allocated to
support the introduction of U.S. Forces and sustainment.
Offload priority is determined by the USCENTCOM J3. The
principal Saudia Arabia ports include Al Jubayl RC Airport
at Dhahran and the King Khalid airfield in Riyadh. Seaport
facilities are located at Ad Damman, Al Jubayl, and Jeddah.
(3) "Desert Express". While air and sea LOCs will
handle the bulk of routine requirements, it was recognized
early on that there exists a need to provide "overnight"
delivery of highly critical components of combat essential
items. "Desert Express" is designed to ship these
relatively small, high value, high priority items. The goal
of the "Desert Express" is a 24 hour delivery time from
receipt of an item at Charleston Air Base to delivery to the
customer in Saudi Arabia. Project Code 9AU was established
for requisitions which customers desire to move by Desert
Express. These requisitions are still subject to validation
by the Air Clearance Authority which is the Logistics
Control Activity (LCA) for the Army. Commanders must insure
that this express service (one flight daily) is used to
their advantage, but not abused so that true "warstoppers',
are in fact shipped.
C. U.S. Army Support Group (Provisional) (USASG(P)).
(1) A theater unique support organization, which has
been tailored to provide selected GS and depot level repair
is the U.S. Army Support Group. It has been formed by the
Army Materiel Command (AMC) to provide supply and
maintenance support for the deployed forces in Operation
Desert Shield. The Group is structured to provide the
highest level of maintenance practical in the forward areas.
In some cases, the maintenance performed will be close to a
complete overhaul; in others, repair will consist of parts
replacement. The goal is to reduce the turn-around time for
repair and to minimize the evacuation of critical materiel
from the SWA theater. Those items which exceed the
capability of the Support Group are evacuated for repair at
depots in the United States or Germany.
