     (C) On railcars, place CONEXs or containers with doors
facing in toward one another, blocking thefts.

     (d) Have XTMC Deployment Control Unit (DCU) teams,
(6 personnel), assist ITO, DTO, commanders, and unit
movement coordinators in deployment and documentation
procedures.

     (e) Check equipment carefully at marshalling area
outside port; don't wait to get to port staging area.   Check
labels, maintain equipment, coordinate activities with port.
Survey for safety now.

     (f) Have tiedown shackles available on all vehicles.
If tiedown shackles were removed for rail movement, they
must be reinstalled for ship loadout.

     (g)  Port commanders are charged with efficient, safe
rapid ship loading, subject to U.S. Coast Guard and Ship
Captain's approval.   Unit integrity will be considered where
possible, however the use of vessels with low ceilings or
light deck strength may be unavoidable requiring adjustment
to unit load plans.

     (h) A big advantage is gained by use of TC ACCIS,
updated with latest AUEt and vehicle loaded weights at home
station.   This information along with properly blocked/
braced hazardous cargo are the two areas that will most
speed port operations.

     (2) Transportation planning and execution.

     (a)  Convoy movements. ARNG and USAR units submit DD
Form 1256 for organic convoy movements to the state of
origin defense movement coordinator (DMC)  for approval lAW
FORSCOM REG 55-1.  The DMC will provide an approved convoy
clearance.   ITOs will approve DD Form 1256 for AC movements
and must coordinate movements with the state DMC to provide
visibility to state highway officials.  All oversize and
overweight movements require that civil permits be
coordinated with the DMC to preclude possible damage to Army
equipment or local highways.

     (b)  Shipping equipment. Unit equipment maintenance must
be a continuing process from home station, throughout
movement, and loading at the port.  Evaluation teams are
needed to check all deployment requirements--maintenance,
load plans, vehicle preparation for deployment, and
hazardous materiel.   Frustrating cargo will be a major
problem without an effective unit SOP or plan for affixing
the TCN label.   Senior officers and NCOs must be personally
involved in checking each deployment task throughout the
deployment sequence.
