deployments are stretching transportation resources to
capacity. It is important that commanders at all levels
assure only mission essential equipment is being deployed.
(3) Supercargoes.
(a) General. Supercargoes are personnel designated b~
a deploying unit, on orders, to accompany, secure, maintain
unit cargo on board ship. They provide maintenance support
at sea ports of embarkation (SPOE) and sea ports of
debarkation `(SPOD) during cargo reception, shiploading,
discharge operations, and port clearances.
(b) Composition of a supercargo team depends on several
factors including: number of passenger berths available
(typically 12 on MSC controlled and commercial cargo ships),
amount and type of unit vehicles and equipment being
deployed and duration of voyage. Select OICs and NCOICs
(both with maintenance experience and requisite leadership
ability), classified and sensitive cargo escorts, if
applicable, and mechanics experienced on as much of the
units equipment loaded aboard ship as possible.
(c) Coordinate supercargo team composition, names, and
duties to be performed early on in the deployment process.
C. Port Operations.
(1) General. Port Support Activity (PSA) will be
established by supporting installations at SPOEs and may
require manning by personnel from deploying units, providing
mechanics, drivers, and administrative support. The PSA
will be tailored to the type and size of the unit deploying.
The PSA mission is to ensure equipment of deploying units is
ready to be loaded onto vessels and to operate equipment
during ship-loading operations at the SPOE. PSA functions
include performing maintenance, providing repair parts,
correcting equipment faults', providing for security 0£
sensitive and classified cargo, providing drivers and
assistance in loading and off-loading the vessel.
Knowledgeable unit LNOs are essential to work with PSA to
identify desired unit load configurations. The PSA cannot
be a major DS maintenance site--not enough time.
Contracting officer involvement to arrange for life support
and operational requirements for the PSA is essential.
(2) Rail loaded equipment requires a key/lock
plan--keys must arrive ahead of unit equipment to expedite
of f-loading/ staging at port. Normal unit wheel vehicle
security requirements do not apply at port staging
area--ignition keys must stay with the vehicle.
(3) Rapid but safe deployment depends on units
