ITEM: Target Nominations
- OBSERV~TION: The MEF nominated targets in the Kuwait theatre of
Operations (KTO) but prohibited USMC air assets being used
aganist them.
DISCUSSIONS: The M~GTF should not nominate targets that it is
n9t willing to attack with its own assets, unless it is beyond
the technical capability of those assets Frequently the MEF
`*- nominated targets for strike but prohibited the use of USMC
A, -`assets because the target was `too far" or "outside the M~RCENT
- This created serious inter-service animosity, damaged
redibility, and is tactical nonsense. In many cases the
~4 *I~~t'argets were at or near the top of the MEF priority list, yet
`j~~s'~&' ing assets could not be used against thern. We were tasked with
sking ~F~CC aircrew~to take risks while our own assets flew in
~` ~`- lower threat areas. ~F~CC assets were, in most cases, no more
apable against these targets and, in most cases, required these
assets to fly greater distances than would 30 M~W assets.
- ;:~Prohibitions varied between keeping 3D M~W assets south of
DO minutes and 28 degrees 45 minutes north, yet many
~`)~~~`~)-;.t?s'k-" ?i)~tMEF nominated targets were north of these lines.
LE~RNED: Targetting must coincide with dperational
;;\1~~restri ctions. No doctrinal restrictions exist regarding the
% -~~¼~`; onship between Deep ~ir Support and the FEB~. ~ggressive
`½4¼#~Th arget ing can only be done in an atmosphere of aggressive
