                 OBSERV~TION:  Collection management must be closely tied to
                 targeting and air operations   From a MarLnO, CENT~F, perspective
                 this appeared to be poorly managed during Desert Storm


                 DISCUSSION:  Targets were nominated without collection reports to
                 ~~~~~~p target intelligence or assess BD~   The collection
                 requests seemed to be independent of the targeting process   In
                       to validate targets, prov~de target intelligence to
~&`.`y~Yt~.~~~ ircrews, `and `garner so~, current operations staff officers had
~~¼)``~{`~``{ ~t9 manipulate the system to take advantage of opportune
                 .econnaisance~' While this yielded valuable information, is was
           ~ ~~haphazard and freque~ly unavailable, resulting in degraded
                  isslon effectiveness.
