             The mission that evolved was for a reinforced regiment to remain
         as a presence near Kuwait City to dater civil unrest and reprisals in
         the City. The plan scheduled units for withdrawal based on a "first
         in, first out" policy. Accordingly, Sth Marines was designated as
         the regiment to stay in Kuwait. To support units moving south, the
         division established a command post at Manifa, Saudi Arabia on 14
         March, as a halfway point for convoys enroute to the port of Al
         Jubayl. The same day 2d Tank Battalion and Sth Battalion, 10th
         Marines initiated the division's move south. The 2d Tank Battalion
         was assisted by two Navy LCU's which transported many of the tanks
         and heavy equipment to Manifa by water. Concurrently with the move
         out of Kuwait, the division also shifted the rear elements that had
         been established at Kibrit back to Al Jubayl.

             The lst Brigade, 2d Armor Division," Tiger Brigade I,, was finally
         returned OPCON to the ist cavalry Division on 23 March and withdrew
         to Dharan, Saudi Arabia ending a successful attachment to the
         division.

             With the bulk of the division back in Saudi Arabia, the division
         main command post went south on 30 March, leaving behind a forward
         command post located with Sth Marines. The 8th Marines remain
         behind force consisted of Headquarters Oth Marines; 2d Battalion, 4th
         Marines; 34 Battalion, 23d Marines supported by 3d battalion, 10th
         Marines; Co B, 8th Tank Battalion; Co B, 2d LAI Battalion; Co B, 2d
         Assault Amphibian Battalion; and Co C, 2d Combat Engineer Battalion.

             The division remain behind forward command post served two
         functions. First, it conducted liaison with the embassy and
         coalition forces in the area. The second service provided by the
s the construction of the "Roffman Range"
         complex. The range was constructed to provide live fire training
         opportunities for those forces remaining in Kuwait. Both the
         construction of Roffman Range, and its operation, were often
         constrained by the persistent cloud produced from burning oil wells.
         As a safety consideration construction and operation of the range
         were restricted to periods when visibility would allow medical
         evacuation by helicopter if needed. Despite this formidable
         obstacle, the range was dedicated and the first round fired down
         range on 7 April. By 9 April, ath Marines was firmly established as
         the remain behind force and the division forward command post
         withdrew to rejoin the main command post in Al Jubayl.

             On 7 April, Marines from 2d Battalion, 2d Marines and 2d Assault
         Amphibian Battalion where the first to return to North Carolina..
         once the retrograde had been initiated, units redeployed at a rapid
         pace. The division concluded its participation in operations Desert
         Shield/Desert Storm on 14 Aprilp when the Commanding General
         redeployed his flag to camp LejeUne.


         14. PERSONNEL AND ADMINISTRATION

             The Precision Personnel Assignment System (PREPAS) was not used
         to assign personnel to the 2d Marine Division during operations
