          APPENDIX'5  (Public  Health and Welfare) to ANNEX G (Civil
          Affairs) to Operation Order 1-91, Operation DESERT STORM
          1. (U)  GENERAL. This Appendix addresses public health and
          medical environmental factors relevant to.the accomplishment of
          the Ist FSSO mission. International law requires that. the
          military commander give due consideration to the health and
          general welfare of civilian inhabitants of an occupied area.

          2. (U) PUBLIC HEALTH OBJECTIVES. The success of in@ountry
          public health maintenance requires the effective organization,
          utilization and supervision of non-United States personnel and
          resources. 'Direct action is taken by United States personnel
          only in emergencies and where lack of action, or improper
          action, would Jeopardize the health of landing force personnel

          3. (U) POSSIBLE PUBLIC HEALTH     CONDITIONS.    Civil conditions in
          an active battle are likely to    be chaotic during landing force
          operations '. Extensive physical damage can be expected; water
          supplies, sewage disposal systems, and civilian transportation
          and communications are frequently disrupted. Hospital
          facilities become virtually inoperative as medical and       sanitary
          supplies.are depleted. There may be an acute shortage          of
          doctors and other medical personnel. The area of operations
          ma@ be crowded with displaced persons and refugees in need of

          landing force operations.'

          4. (U) Public Health Ooerations. Primary emphasis should-be
          placed on essential public health activities: control of
          communicable diseases, sanitation, medical care and
          hospitalization of civilians, provisions for medical supplies,
          and maintenance of minimum nutrition standards. Secondary
          consideration should be given to the restoration of official
          public health agencies'and activities.

              a. (U) Control of Communicable Disease. The term
          .communicable disease' includes all infectious, contagious and
          epidemic diseases and includes: respiratory, intestinal,
          inseotborne, typhus, animal originated and venereal'diseases.
          Most communicable disease can be prevented by effective
          community and/or individual actions. They can be prevented by
          one or more of the following measures: immunization, proper
          sanitation, insect and rodent control, suppressive medication,
          and intelligent application of personal hygiene. Measures to
