               MEMORANDUM TO FILE

Subj: Meeting with Captain Faraye Al-Shahri, Saudi Civil
               Defense Official

               1. On 13 October 1990, I a-id other members of the I MEF
staff (Capt. Crim, LtCol. M. Kromm, and the kRCENT Civil Affairs
Liason Officer) met with Capt. F. Al-Shahri, a Saudi civil
defense officer. The following information was obtained
concerning the chemicals at the Jubail Iidustrial City and the
King Fahad Industrial Port during the meeting.

               2. Tanks for ammonia are double-shelled. We had received
this information previously. from another source.

               3. The ammonia -@anks are configured so that in an emergency
the ammonia would drain into the gulf. The ammonia would dissolve
in the water making this a much safer means of dealing with large
           quantities of this material.

               4. Information about daily production a-id storage levels of
chlorine and ammonia also were provided. These levels, which are
provided an a daily basis to the civil defense agency, are as
           follows (for 13 October 1990):

NOTE #I: Daily storage levels were not provided during
this meeting. Never'theless, we had received this information
           previously, from another source.

NOTE #2: This company stores ammonia in both the

quantities at both the plant and the port.
