            plants appears to be first rate. Safety is   stressed at all levels
            and detailed emergency planning has been carried out. Fach major
            plant has complete safety equipment and automatictashut-off valves
            are installed at key locations. The apparatus that they have put
            in place appears adequate to meet any reasonably-foreseeable
            scenario.


                 a. Emernency Response Agencies. Thirteen individual agencies
            including all of the major companies and municipalities plus the
            two Port Safety Departments maintain fire departments. -ihey, plus
            the local civil defence force, have voluntarily formed the jubail
            Area Mutual Aid Agency (JAMAIR - Arabic for "group"). JAMAIA
            functions in the same manner as U.S. fire and police mutual-aid
            agencies. In the event of even a small emergency the JAMAIA
            control center is notified and all members go to a higher state of
            readiness. in the event that the emergency escalates beyond the
            capability of the local agency to deal with it, other agencies
            dispatch men and equipment. The system has been tested by one
            actual emergency of fairly major proportions and responded well.

                        (1) Equipment. Everything that we have seen has been
            modern and well-maintained. The Commercial Port alone has about
            ten major response units of various types and a modern control
            center. JAMAIA also maintains the equipment to computer-model a
            toxic cloud emission and determine whether to conduct an evacuation
            and, if so, of which areas.

                        (P) Communica'r*
                                        ions. Communications are excellent
            within jFqi@Fi;A and within all of the agencies with whom we have had
nd radio are used. All of the
            major manufacturing plants' fire departments, the municipal fire
            department and the JAMAIA control center are manned 24 hours per
            day. All emergency communications are in English and 993 is the
            emergency phone number. The Commercial Port Fire ano Barely
            Control Center extension is 6iiqj.


                        (3) Personnel. -the senior management of all the
            companies involved and of the municipal agencies



                          requested    a   ar nes be trained to assist in
            manning the fire equipment in the Commercial Port as a back-up.

            5. Conclusion/Recommendation.

                  a. Conclusions. The local emergency apparatus appears to be
            adequate to deal with almost any industrial accident, at least to
            the extent of providing adequate warning to evacuate the Commercial
            Port Area. However, a military attack could easily cause a
            conflagration far beyond the capabilities of anyone to deal with
            it. Although field protection masks would probably provide
            protection against the fumes produced, it is doubtful whether a
            hospital could even minimally operate in such conditions.
