            1. Situation. As part of its overall modernization effort, the
            Saudi Government has encouraged deve@lopment of value-added refining
            and processing facilities to supplement crude oil exportation. The
            Al Jubail area was selected as a site for this effort and a massive
            development effort was started in iS7ii. The area now contains at
            least sixteen petroleum refineries, chemical plants and other
            related industries. in addition, there are extensive facilities to
            transport, store and ship the products of these plants, plus crude
            oil and natural gas out of the King Fahd Industrial Port.

                   a. Many of the chemicals involved in these operations are
            tox-l@.-flammable or both and may escape as the result of an
            industrial accident or military operation. The local government is
            sufficiently concerned to have formulated detailed evacuation plans
            for virtually the entire area.

                   b. Unconfirmed reports indicate that at any one time up to
            7ib tons of chlorine is stored at the King Fahad industrial Port.

            the surface of the-ground or water   !, -Approximately 65% of the time
            the King Fahad Industrial Port is.upwind of the Al Jubail
            Commercial Port.


                   C. Enclosure (i) is a list of the companies in the
            industrial area with an accompanying map showing the locations of
            the major ones in relation to the l,iEB facilities at the Commercial
            Port of C4! jubail.


                   d. Enclosure (2) is a list of chemicals known to be present
            at one or more of the plants, together with the hazards presented
            by each. The list is not be complete and does not include all
            process chemicals or products of combustion.

            @. Emergency Response Capabilities. The ability of local industry
            and government to respond to industrial accidents at the chemical
