          1. The MEF Medical Officer, CAPT Crim; OEG representative, Dr.
          McGrady; ARCENT Civil Affairs Liaison Officer, MAJ Brophy; and I

          officials of

          P. The meeting was productive.

              a. It was confirmed that the storage levels of the toxic
          chemical, anhydrous ammonia, were reduced to approximately ten
          percent of normal storage capacity. They have been working at a
          minimum level of storage and production for some time now.

              b. Tne storage levels of tne anhydrous ammonia, which is
          stored both in the industrial port and at plants south of Haii i
          through 3, though reduced is built up slowly during the month while
          awaiting shipping. Though the safety storage features of :'double
          shell" tanks and emergency drainage systems for the chemical were
          discussed, we are now concerned about the potential danger of these
          minimum storage levels as stocks are built up during the month.
