                 1. On 13 October 199       an9  t  er       rs of the I MEF

            defense officer. The following information was obtained
            concerning the chemicals at the Jubail Industrial City and the
            King Fahad Industrial Port during the meeting.

                 2. Tanks for ammonia are double-shelled. We had received
            this information previously. from another source.

                 3. The ammonia tarks are configured so that in an emergency
            the ammonia would drain into the gulf. The ammonia would dissolve
            in the water making this a much safer means of dealing with large
            quantities of this material.

                 4. Information about daily pro  duction and storage levels of
            chlorine and ammonia also were provided. These levels. which are
            provided on a daily basis to the civil defense agency, are as
            follows (for 13 October 1990):


                       a. Chlorine     daily production level: 1815 tons
                                       daily storage level: not available (NOTE

            this meeting. Nevertheless, we had received this information

                                       daily storage level: 5784 tons

      NOTE #2: This company stores ammonial in both the
            industrial city and the port facility. The levels cited represent
            quantities at both the plant and the port.

                                       daily storage level: 5331 tons

                 5. Capt. Al-Shahri indicated that he would arrange a meeting
            with officials at the various companies who store or produce
            ammonia and chlorine to discuss additional measures for lowering
            stocks of these materials. While the captain mentioned that
            stocks of chlorine had been reduced. he did not discuss the
            ammonia stocks.


                 6. We have transmitted the information, regarding the ammonia
