             P. The meeting was productive.

                  a. It was confirmed that the storage levels of the toxic
             chemical, anhydrous               were reduced te, approximately ten
             percent of nirnal storage capacity. They have been working at a
             minimum level of storage and production for some time now.

                  b. The storage levels of the anhydrous ammonia, which is
             stored both in the in-iiirtrial port anj at plants s@-ut@i of Haii i
             through 3, though reduced is built up slowly during the month while
             awaiting shipping.     Tttc.,.tr.V, the safety storage features of "double
             shell" tanks and emergency drainage systems for the chemical were
             discussed, we are not,, concerned at,out the potential danger :,f these

             sarety ano aiert measures, including the operations center at the
             Royal Commission ano the monitoring system throughout tne
             Industrial City.

             3. We are preparing another@ report, to                shortly, that will
             demonstrate the anhydrous ammonia threat to the commercial port
             based on these minimum levels.       The issue will then become one of
             acceptable risk.
