Coalition  Command     Relationships


      Providing   a robust, effective command and control structure for this

large and diverse a force is difficult and complex.   The multinational

command and control is an evolving process but, thus far, has been very

successful.   Although  a unified command structure is desired, coordination

and cooperation    (recognizing and accommodating    national sensitivities)

between the multinational forces have provided an effective force to deal

with  the  changing  situation.


      Gen H. Norman Schwarzkopf, USCINCCENT, is the commander of all US

forces participating in Operation Desert Shield.   The joint force under

USCINCCENT is organized with a US Army component commander

(USARCENT), an Air Force component commander (USCENTAF), a Naval

component commander (USNAVCENT), and a Marine component

commander for Marines ashore (USMARCENT).


      USCINCCENT has primary responsibility for all US operations in

Desert Shield   and is  supported by the other combatant commanders and

numerous     federal agencies.  -


      Multinational    military command  relationships  have been  established

in order to carry out two multilateral efforts:   defense of the Saudi Arabian

Peninsula and    a Maritime Interception Force effort to ensure compliance

with the sanctions imposed by UN Security Council Resolutions 661      and

665.
