ground equipment readiness rates exceed those of units in CONUS.       Specific

readiness rates are, of course, classified, and can be proVided in closed

session.


      We now have sufficient meals on hand for the current force and fully

expect to be able to support the entire Phase II force as it deploys.   With

the substantial host nation support (HNS) being provided, new wells that

have been dug, and    additional water supply ships and desalination plants

being provided by ourselves and our allies, we can now meet 100% of our

current water requirement and expect to be able to meet the requirements

of additional forces when they arrive.


      The Saudis are committed to provide US and other coalition forces

with significant quantities of fuel free of charge.  Specific quantities and

arrangements are classified and can be discussed in closed session.


Current  Iraqi Threat


      I would like to bring you up to date on the Iraqi forces deployed in

and around Kuwait.    As of today, Iraqi forces in the area number over

500,000,  including approximately 4,000  tanks,    2,500 armored personnel

carriers and infantry fighting vehicles, and 2,700 artillery pieces.   Over

50% of those forces are in Kuwait with the remainder in Southern Iraq able

to serve as reinforcing elements.


      Despite Saddam Hussein's   1p~~~~f1 campaign, Iraqi forces continue to

pour into the Kuwait theater of operations.  In Kuwait, Iraqi forces
