         Monday      Speaking at the opening of U.N. General Assembly, French President
      Mitterand says an Iraqi pullout from Kuwait could help settle other Middle East disputes
      and bring about a regional disarmament accord for which Saddam Hussein might then
      take credit. (New York Times, September 25, p. Al.)

         At the same General Assembly session, Iranian Foreign Minister Ali Akbar Velayati
      pledges that Iran will abide by sanctions against Iraq adopted by the U.N. Security
      Council. (New York Times, September 25, p. Al2.)

         U.N. Security Council adopts Resolution 669 emphasizing that only the special
      sanctions committee has the ability to authorize humanitarian aid shipments to Iraq and
      occupied Kuwait.  (House Armed Services Committee FY9l Defense Authorization Act
      House-Senate Conference Summary of Major actions, p. 3.)

         The Defense Department has delivered an interim report to Capitol Hill concerning
      the Total Force Policy which states that use of reserve volunteers has tended to work
      well for unit or individual missions that do not require close, intra-unit coordination (e.g.
      strategic airlift and some support missions) but has been less effective where unit training
      and cohesiveness is more important (e.g. ground combat units and ship crews). The
      report is being widely criticized in Congress for being incomplete and non-responsive and
      comes at a time whe~ there is growing criticism in Congress of Secretary of Defense
      Cheney's failure to call-up more reserve and National Guard units to support Desert
