                          SLIDE 6--
    Key elements of that reinforcement came from both Atlantic
and Pacific fleets and from stateside units. The Navy was able to
do this reinforcement quickly and effectively because:

    -    We started from a forward deployed posture.

    -    We are structured and geared to deploy quickly and to
    sustain ourselves while deployed.

    -    We had an all-volunteer force of the right people --

    properly trained and ready -- to support these deployments.

    -    And, we had suffi&ent forces to reinforce those in
    Southwest Asia even while maintaining other global

    commitments such as counternarcotics operations, multi-

    national exercises and forward presence in other theaters.
