made in the 80's, so there is a major final point to make
concerning that operation.

The Chief of Naval Operations, Admiral Frank Kelso, the
Commandant of the Marine Corps, General A' Gray, and the
Secretary of the Navy, the H~norable H. Lawrence Garrett, are
on record as having said that, in light of the force reductions we
will take over the next three years, DESERT SHIELD/DESERT
STORM could not be conducted in the same fashion in 1995.
Our future forces and their capabilities may well be defined morL
by what we can afford than by what we need. .50 our prospects
for future success will rise or fall accordingly.
