STORM has vividly demonstrated is the security which the nation
-- and in fact, the whole world -- gains from the forward presence

and combat capability inherent in America's Navy and Marine
Corps. In whatever regions they are forward deployed, the Navy

and Marine Corps will continue to provide the U.S. with a
combat-capable force ready to deter, or, failing that:, ready to fight

anytime, anywhere.


     In an evolving world which contains unknown numbers of

Saddam Husseins, and     with~~~a very clear dependence on regional
stability for economic, social and political progress, it is

imperative that the United States of America retain the capability

to protect its interests wherever and whenever they may be

challenged.
