           1. PROBLEM: NO FORMAL WARNING OR EXECUTION ORDERS ORIGINATED FOR
           DEBARKATION CAUSING CONFUSION AS TO POINT AND TIME OF
           DEBARKATION.

               SOLUTION: SWITCHING OF OPERATIONAL CONTROL OF THE CBUs SHOULD
           BE IMMEDIATE, AND A NEW CHAIN OF COMMAND SHOULD BE ESTABLISHED TO
           PROVIDE GUIDANCE, WARNING ORDERS, EXECUTION ORDERS AND ACCOUNTING
           DATA.

           2. PROBLEM: WORD REGARDING AIRLIFT WAS NOT EFFICIENTLY PASSED.

               SOLUTION: CBUs SHOULD BE PROVIDED MESSAGE TRAFFIC IDENTIFYING
           FLIGHT TIMES, TAIL NUMBERS, AIRCRAFT TYPES, CARGO
           ALLOWANCE/CONFIGURATION AND POINT OF DEBARKATION AS SOON AS IT
           BECOMES AVAILABLE.


           3. PROBLEM: NO ONE AT EITHER OF THE TWO UNITS WAS ABLE TO
           PROPERLY PLAN FOR THE LOADING OF THE AIRCRAFT.

               SOLUTION: HAVE AT LEAST 1 OR 2 PEOPLE ATTEND LOAD MASTER
           TRAINING FROM EACH OF THE CBU'S ON AN ANNUAL BASIS.

           4. PROBLEM: THERE WAS INSUFFICIENT CBR GEAR FOR AIR DET AND
           ADVANCED PARTY PERSONNEL PRIOR TO DEBARXATION. WITH THE
           EXCEPTION OF THE MASK, CBU-S DO NOT NORMALLY STOCK CBR GEAR DUE
           TO THE COST AND LIMITED SHELF LIFE. COMCBLANT HAD TO HAVE CBR
           GEAR FLOWN IN FROM GULFPORT TO OUTFIT THE TWO CBUS.

               SOLUTION: A. HAVE CBR GEAR AS PART OF A FLY IN PACKAGE TO A
           UNIT UPON ACTIVATION. THIS WOULD ALLOW FOR A MINIMUM NUMBER OF
           SETS TO BE STORED SINCE A CONFLICT IS UNLIKELY TO OCCUR AT ALL
           THE HOSPITAL SITES AT THE SAME TIME. THIS WOULD ALSO ALLOW ALL
           INDIVIDUALS TO CARRY IN THEIR CBR GEAR.

                         B. MAKE CBR GEAR (MOP LEVEL 4) PART OF EACH CBU'S
           TOA AND ISSUE ALL NECESSARY CBR GEAR TO ADVANCED PARTY PERSONNEL
      PRIOR TO THEIR ARRIVAL IN COUNTRY. ALSO PROVIDE TRAINING IN
           ADVANCE OF DEBARXATION.

           5. PROBLEM: LACK OF INTEL CONCERNING PROPOSED HOSPITAL SITE
           CONDITIONS AND POSSIBLE SUPPORT FROM FRIENDLY FORCES.

               SOLUTION: PLACE A HOSPITAL OR SEABEE LIAISON IN COUNTRY PRIOR
           TO ARRIVAL OF AIR DET TO PROVIDE INTEL AND SUPPORT INFORMATION BY
           MESSAGE OR PHONCON BACX TO THE U.S.
