           1. PROBLEM: BECAUSE THE AIR DET AND THE ADVANCE PARTY CAME AT
           THE SAME TIME, THE SEQUENCE OF EVENTS WAS CHANGED. THIS IN TURN
           CAUSED LARGE NUMBERS OF ISO'S TO BE OPENED IN A SHORT TIME. THERE
           WAS MUCH DIFFICULTY IN LOCATING THE RIGHT ISO'S.


               SOLUTION: STAY WITH THE ORIGINAL PLAN AND ONLY BRING OUT THE
           AIR DET. IT WORXS FOR BATTALIONSI STORE LIXE ITEMS WITH LIKE
           ITEMS IN THE INITIAL PHASES.

           2. PROBLEM: CINC DID NOT PROVIDE SOURCE FOR WATER, SEWAGE AND/OR,,,
           TRASH DISPOSAL OR POL REQUIREMENTS.
           ASSIST                          , HAD TO RUN AROUND FOR FOUR DAYS
           TO TRY TO SET UP THESE ARRANGEMENTS. ALSO, IT TOOK 4 DAYS FOR
           THE LOCATION OF THE HOSPITAL TO BE SETTLED ON.


               SOLUTION: THE CINC SHOULD HAVE SOMEONE IN COUNTRY TO SET UP
           FOR ALL REQUIREMENTS AND SHOULD NOT SEND THE AIR DET OR ANY
           PORTION OF THE HOSPITAL PERSONNEL UNTIL ALL REQUIREMENTS ARE
           ARRANGED FOR AND THE LOCATION FOR THE HOSPITAL HAS BEEN DECIDED.


           3. PROBLEM: HOSPITAL ERECTION TIMEFRAME AS DICTATED IN THE
           ACTIVATION PLAN IS UNREALISTIC GIVEN THE PRESCRIBED AMOUNT OF UTs
           AND CEs, FORXLIFTS, WRATCHES AND LIGHT PLANTS.

               SOLUTION: A. EXTEND THE TIMEFRAME OR

                         B. INCREASE NORMAL CBU MANNING LEVELS, TRIPLE THE
           NUMBER OF FORKLIFTS, WEATCHES AND LIGHT PLANTS PROVIDED TO
           FACILITATE MISSION ACCOMPLISHMENT.
           (NOTE 1: PERMANENT INCREASE OF MANNING LEVEL FOR CBUs IN THE
           CE/UT RATES MAY CAUSE PROBLEMS IN NON-CONTINGENCY TIMES AS THERE
           IS NOT NORMALLY SUFFICIENT CE/UT WDRX IN DAY-TO-DAY OPERATIONS.]

           (NOTE 2: TEMPORARY AUGMENT OF CEs/UTs SHOULD BE IMMEDIATE AND
CILITATE RAPID MISSION ACCOMPLISHMENT.]

           4. PROBLEM: A LACK OF TRAINING EXISTED FOR MANY OF THE UNIT'S
           MEMBERS . THIS WAS ESPECIALLY NOTED IN THE UT AND CE RATINGS.
           i.e. LAUNDRY, HEAD, ISO INSTALLATION) INSULATED LINERS WERE
           NEVER INSTALLED DURING TRAINING. MUCH CONFUSION EXISTED UPON
           THEIR DISCOVERY.

               SOLUTION: HAVE SEABEES INSTALL THESE ITEMS DURING TRAINING.
