                  D. RECOMMENDED ACTION:
                  (1) THE RECOMMENDED C HOICES FOR A FIRE FIGHTING VEHICLE ARE
           LISTED IN THE FOLLOWING ORDER OF PRIORITY:
                     (A) FIRST CHOICE - BOTH A CRASH TRUCK (AS MB-1) AND A
                     STRUCTURAL TRUCK AS WE NOW HAVE.
                     (8) SECOND CHOICE - AN ALL WHEEL DRIVE CRASH TRUCK WITH
                     A MIN. 500 GPM MONITOR, IOOOGAL WATER TANK, 100 GAL FOAM
                     TANK, AND STRUCTURAL FIRE FIGHTING CAPABILITIES TO
                     INCLUDE; TWO 1 1/2" PRE-CONNECT HAND LINES, FOUR 2 1/2"
                     DISCHARGE PORTS, A 4 1/2" INTAKE PORT, A 2 1/2" INTAKE
                     PORT, A 1" HOSE REEL, AND COMPARTMENTS FOR SCBA'S, HOSE
                     PACKS, TOOLS AND LADDER RACK.
                     (C) THIRD CHOICE - AN ALL WHEEL DRIVE STRUCTURAL TRUCK,
                     (AS WE NOW HAVE) WITH A PERMANENTLY FIXED 500 GPM
                     MONITOR (MINIMUM) WHICH COULD BE USED FOR CRASH FIRES.
                  (2) TANKERS - ALL TANKERS COME FACTORY EDUIPPED WITH BOTTOM
           SIDE MANIFOLDS TO INCLUDE A 4 1/2" HARD SUCTION CONNECTION AND
           CONNECTION FOR A P250 PUMP.


           19. PROTECTIVE CLOTHING, FIRE FIGHTING.
                  A. OBSERVATION:  MORE EFFECTIVE AND SUITABLE FIRE FIGHTING
           PROTECTIVE CLOTHING IS NEEDED TO BECOME PART OF THE INVENTORY
           PACKAGE FOR A FIELD HOSPITAL.
                  B. DISCUSSION:  THE INITIAL INVENTORY AND PLANNING FOR THE
           FIRE DEPARTMENT PROTECTIVE CLOTHING INCLUDED:
                  (1) EIGHT SETS OF FIRE FIGHTER "TURN OUT" CLOTHING INCLUDING
           PANTS, HELMETS, GLOVES, COATS, AND BOOTS, BUT NO SUSPENDERS.
                  (2) ZERO SETS OF FIRE FIGHTER PROXIMITY SUITS
                  C. LESSONS LEARNED:
                  (1) PROXIMITY SUITS.     THE MAIN PROBLEM WITH PROTECTIVE
INS WAS ORDERED. (PROXIMITY
           SUITS ARE MADE WITH A REFLECTIVE ALUMINUM OUTER LAYER FOR RADIANT
           HEAT ASSOCIATED WITH CRASH FIRE FIGHTING.) FOUR SETS WERE GIVEN
           TO FLEET HOSPITAL 5 BY THE AL-JUBAIL PORT FIRE DEPT. THE TWO
           HOSE MEN ON THE ENGINE WEAR PROXIMITY SUITS AS THERE IS NOT
           ENOUGH FOR THE ENTIRE CREW SIZE WISE.           IN THE EVENT OF A
           STRUCTURAL FIRE OR DRILL THE HOSE MEN EXCHANGE THE PROXIMITY HOOD
           FOR THE STRUCTURAL HELMET.      THEY ALSO EXCHANGE THE PROXIMITY
           GLOVES FOR THE MORE WORKABLE STRUCTURAL GLOVES.        THIS SEEMS TO
           WORK BETTER THAN FOR THEM TO CARRY TWO SETS OF TURN OUT GEAR EACH
           ON THE TRUCK (STRUCTURAL AND PROXIMITY.)
                  (2) STRUCTURAL TURN OUT CLOTHING.        THE FLEET HOSPITAL
           RECEIVED EIGHT SETS OF YELLOW TURNOUT GEAR SIZES S - L.             NO
           SUSPENDERS WERE ORDERED AND ARE NEEDED. THE BRAND NAME ON THE
           HELMETS ARE BELL AND SEEM TO BE INFERIOR TO THE CAIRNS HELMET.
           THEY DO   NOT INCLUDE MANY OF THE ADVANTAGES FOUND ON THE CAIRNS
           HELMET.   AS:
                     (A) EASILY ADJUSTABLE CHIN STRAP
                     (B) PUSH UP HEAD BAND TO ALLOW FOR THE TOP SIDE OF THE
                     BREATHING MASK
                     (C) SUSPENSION SYSTEM ON THE HELMET TO ALLOW FOR
                     IMPACT.) THUS THE BELL TYPE HELMET DOES CREATE PROBLEMS
                     WHEN WEARING SCBA'S.
