OBSERVATI:ON: Theodore Roosevelt's replacement of mark V Gas
Masks with MCU-2P Gas Masks and the outfitting of crew with
Chemical Protective overgarment (CPO) suits was a major evolution
prior to deployment. Potential problem areas in the receipt,
storage, and distribution of over 6,500 gas masks and suits were
encountered because of the limited time frame. In all some
60,000 piece of equipment had to be handled several times over.
DISCUSSION: The Engineering Department's Repair Division
collected CBR gear upon receipt and began stowage in the
different voids throughout the ship. A schedule was published in
the Plan of the Day outlining each department's date to be
measured for the masks and suits. The CBR gear was
systematically transferred to a central location for distribution
to each crew member. Approximately 3 weeks were @ended for
initial issue of CBR gear to the entire ship and airwing
compliment. Division officers signed for the release of CBR gear
to their respective divisions, and each individual signed for sub
custody of the masks and suits. Additionally atropine and 2 Pam
Chloride was issued by the Medical Department to all Division
officers for further distribution. Repair Division conducted
daily training to departments in the proper donning of protective
clothing and masks, the posting of M-8 and M-9 paper, and the
employing of
M-258AI kits.
LESSON LEARNED: Early preparation and thorough
planning/execution of CBR-D material issue key. Also it was
determined that the PMS coverage for MCU-2P's be accomplished by
divisional DCPO's vice Damage Control Work Centers. The masks
are no longer stored in repair lockers because of the individual
custody. Also, the manhours involved is overly excessive.
Recommend that individuals clean their own gas mask under the
supervision of the divisional DCPO.
RE90MMENDED ACTION: Recommend Recruit Training Commands Conduct
adequate training of CPO suit and gas mask usage. The issue of
masks and suits should become part of the initial outfitting for
recruits. A page 13 entry can be made to document receipt of
issue as part of their permanent sea bag. If all recruits are
properly trained and outfitted in CBR Defense, it would markedly
reduce preparation time in the event of War.
