                                                                                16

data to a centra@,@ocation under adverse military conditions.

The current surveillance during deployment works best

durl ases or periods of low intensity or no

conf ing information about medical circumstances that

was intervention may not be possible in a non-

          p al environment.

sidering these problems, the most reasonable way to

achieve real-time medical surveillance during combat may be

through automation of surveillance activities. A mobile

computing requirement for the current Composite Health Care

System (CHCS) would assist in the seamless recording of a

military member's medical information from garrison to the field

and back. It would enhance patient care, patient tracking, and

timely epidemiologic investigation. Emerging technologies, for

example, the Multi-technology Automated Reader Card (MARC), which

stores an individuals entire medical record on a small card, and

the use of wireless computer networks could be part of this

          system.

A fully integrated surveillance system would have numerous

components, including medical intelligence, preventive medicine,

research, medical administration and logistics. Telemedicine,

deployment laboratories, and the Armed Forces serum repository

would play complimentary roles. The most important element,

however, is the timely feedback that surveillance could provide

medical personnel and military commanders to make informed, real-

time decisions and obtain updated information on the medical

          threat and its countermeasures.
