collect accurate patient data to make informed, real-time
decisions when large number of troops deploy is essential.
Information from surveillance data enables medical personnel to
determine where problems are, who is affected, and where
programmatic and prevention activities should be directed. To be
particularly useful, this data must be available and evaluated as
early as possible. Published medical reports after WWI, WWII,
and the Korean War were quite detailed; 11,37 however, their primary
usefulness was destined for scientific investigation.
The two greatest obstacles to performing medical
surveillance during deployments relate to perceived priorities
and tactical feasibility. An active surveillance program
requires a dedicated effort by medical personnel to record
accurate information when patients arrive, to collect it
centrally in a timely manner, and to disseminate the processed
information. This requires the commitment of personnel and
resources at medical treatment facilities. Collecting this
information is low in the hierarchy of priorities for health care
providers. Their primary responsibilitiy is direct patient care.
