         SUBJECT: Potential Surge +or Chemical Biological Protection
         Shelter


         1.       Requirement: The Surgeon General has projected that in
         order to sustain treatment of casualties in a
         c:hemically/bialogically contaminated environment in the current
         theater 400 CBPS would be required(based on current number of
         deployed forces).

             (U) Surge Capabilities:

             a. (U) Current Program.

                 (1). (U) The CBPS consists of an inflatable shelter and
         HMMWV mounted NBC/environmental support system. The program is
         entering full-scale development in IQFY91. The CBPS shelter
         design is mature. Engineering development testing ( including
         chemical simlilant testing ) has shown the shelter to be a
         significant improvement over its predecessor, the M51 Shelter
         System. The  environmental support system design is still in
         progress and preliminary testing will be completed in March 1991.

             b.  (U)  Surge Data:


                 (1).  @ MAX Surge Rate: 20 per month

                 (2).  Mt Achieved by:

                 (3).        Shifts: At full capacity will operate at
         2-8-7


                 (4).      Assumptions:    Production costs are based on a
         requirement for 400 items. The unit cost is anticipated to be
         $180,000.

iting -factors- The most expeditious means to procure
         the CBPS is to award sale-source contract modifications to the
         current shelter and power system fabricators. A complete
         technical data package for the system is not yet available so a
         competitively awarded contract would not be possible.
