        SUBJECT: Security Classification of Biological Warfare (BW)
        Vaccin*m and Associated Topics



        1. Purpose: To provide information on the security requirements
        of BW vaccines and related topics.

        2. Facts:


            a. Because of Operation Desert Shield, classification of
        current defensive@ bological warfare inventories (types, strains,
        quantities, deployment plane, status of immunization program, and
        DOD BW vaccination posture), training, and readiness is considered
        SECRET by OTS(3. This information is classified SECRET because
        paragraphs a(l), c(2), d(l), and d(2) below apply.

            b. The primary classification guide is AR 380-88,
        Classification of Chemical Warfare and Chemical and Biological
        Defense Information.

            C. R*con=ended classification levels are provided in Table 2,
        Classification Guidance for Biological Defense Information. (See
        attached.)

               (1) Information revealing significant material or
        operational deficiencies in US biological defense poaturo, training
        and readiness is SECRET.

               (2) Comprehensive inventories and complete listings and
        quantities are classified SECRET.

               (3) Information about biological def*nmo research, testing,
        and evaluation, to include medical research, procedures, and
        doctrine for the protection of personnel against toxins, is
        generally unclassified.

               (4) Quantity and location of vaccine and antimora supplies
        are considered unclassified. (Soo d(l) below.)

            d. Information will be classified at the recommended level
        unless:

               (1) SPECIAL CIRCUMSTANCES REQUIRE OTHERWISE (to be
l security.)

               (2) When in the Judgement of a original classification
        authority, circumstances warrant assignment of a higher
        classification.
