         MEMORANDUM FOR DIRECTOR, JOINT STAFF

         SUBJECT: Biological Warfare (BW) Defense Status


         1. @ In response to your comments during the BW defense update
         provided 15 Feb 91, it is important to provide you an outline of
         responsibilities for monitoring progress of the immunization program for
         Operation Desert Storm.   Multiple efforts to track vaccination status and
         reduce shortfalls in vaccine production drive a need to lay out our view of
         responsibilities for these initiatives.

         2. @ The Army, as the DOD Executive Agent for the BW defense program,
         is responsible to manage  the procurement, production, and deployment of
         vaccines, antibiotics, and antitoxins to increase the readiness of deployed
         forces. The Army Office   of The Surgeon General has the mission to acquire
         and distribute vaccines, antibiotics, and antitoxins to CENTCOM.

         3. @ The Joint Staff, in our view, is best prepared to task the CINC to
         provide information pertaining to immunization progress, specifically the
         number and types of service members which have received or need to
         receive immunizations.


         4. @ There are numerous sources of information on vaccine production
         which have led to conflicting status reports. In order to refine this process,
         the US Army Medical Research and Development Command, Ft Detrick, MD
         will report vaccine production data to the Army OTSG on a weekly basis.
         The OTSG will review, place into management charts, and report
         information to ARSTAF. A copy of these reports can be provided J4/5 if
         desired.  The first report of this nature is enclosed.
