      BACKGROUND


      1. On 16 Feb 91, OPSDEPS were briefed on the status of vaccine production and deployment of BW
      detectors. Director, Joint Staff expressed concern about the tracking of immunizations in theater. ARSTAF
      and OTSG presented information on the production and deployment of vaccines, not execution of programs in
      Saudi Arabia.


      WHAT APPROVAL WILL ACCOMPLISH


      2. OPSDEP Memorandum will set responsibilities regarding the report of information on vaccine
      production and flow of information to the Joint Staff.


      IMPACT ON THE ARMY


      3. Consolidates the information provided to the Director, Joint Staff. Establishes the need for the Joint
      Staff to track performance of immunization program in theater.

      OTHER SERVICE POSITIONS


      4. Army is the lead Service for BW Defense initiatives. Other Services are expected to concur.

      RECOMMENDATION


      5. OPSDEP sign the attached memo.
