       MEMORANDUM FOR Head, Tri-Service Vaccine Task Force

       SUBJECT: West Nile Virus vaccine Development


       1. West Nile fever is a threat to military operations in the
       middle east.

       2. Outbreaks have occurred in Israel and Egypt and other areas.
       occasionally, attack rates are as high as 50%. Clinical
       manifestations include dengue fever-like symptoms: fevers,
       myalgias and rashes. Serosurveys indicate ongoing exposure of
       indigenous populations Vector mosquitoes are present in the
       area of operation Desert Shield. Few of our soldiers can be
       expected to have antibody to this virus.

       3. On 19 November 1990, representatives of the USAMRDC and the
       U.s. Navy Medical Research Institute began a joint effort to
       develop a formalin inactivated vaccine for West Nile fever.
       Exploratory development has begun. Development should be
       accelerated under the present circumstances.

       4. RECOMMENDATION:

          a. A vaccine for West Nile fever should be developed
       immediately.
