                          OPERATION DESERT SHIELD OBSERVATION
                            BIOLOGICAL WARFARE DEFENSE (U)

         1.      ISSUE: U.S. Forces were not protected medically against
         the anthrax and botulinum biological warfare threats at the
         beginning of operation Desert Shield.

         2. (U) SOLUTION:

             a. (U) Ensure U.S. Forces in future wars are vaccinated
         against threat BW agents.

             b. (U) Ensure medical treatment facilities have the vaccines,
         antibiotics, and antitoxins to treat BW casualties.

             C. (U) Enhance in theater BW and chemical warfare agent
         identification and patient diagnosis capabilities.

         3.       ACTIONS:

             a. (U) Identify BW vaccine and antitoxin requirements for the
         contingency stockpile and for vaccination of a standing peacetime
         force.

             b. @Continue to produce anthrax and botulinum vaccines and
         botulinum antitoxins.

             C. (U) Continue the TRADOC boarding of the Theater Army
         Medical Laboratory to provide in theater BW and chemical warfare
         agent identification and patient diagnosis.

             d. (U) Monitor CONUS industrial base for antibiotic
         production.
