         MEMORANDUM FOR RECORD

         SUBJECT: Preliminary Meeting of a Working Group on Anthrax and
                   Botulinum Vaccine Production



         1. In attendance:


              a.  BG Blanck
              b.  COL Peake
              C.  COL Tomlinson
              d.  MAJ Eng
              e.  CPT Lipnik

         2. The  directive from DOD Health Affairs to Secretary of the
         Army was reviewed and the specifics discussed. Although the
         directive is clear in some regards it does not give complete
         timelines or comprehensive overall numbers. It also gives no
         specifics concerning funding. Therefore, these issues will be
         reviewed at a meeting of representatives from Medical Research
         and Development Command, USAMRA (Contracting), and from OTSG
         Comptroller, Logistics, Health Care Operations and Preventive
         Medicine. There will also be a R&D Jag Officer involved. The
         Navy and Air Force will be invited to send observers, but there
         will be no DOD representation.

         3. This meeting will be held within the next seven days and will
         decide on a matrix aimed at the maximum vaccine production
         possible initially, with established potential growth that we can
         call upon if we decide to do so. The initial cost will be for
         start up with options in the contract to continue at maximal
         production or something less than that.   The goal is to begin as
         rapidly as possible to produce as much vaccine as possible, and
         then to retain flexibility as to future vaccine production.
