         MEMORANDUM FOR RECORD

         SUBJECT: Seventh Tri-Service Task Force (Project Badger)
         Meeting @


         1. (U) The seventh Tri-Service Task Force Meeting was held on
         27 November 1990, 0900-1100, in the Commander's Conference Room,
         U.S. Army Medical Research and Development Command (USAMRDC),
         Building 521. The list of attendees is enclosed.

         2. (U) Status of Short-Term Report                                         m

             a. (U) The short-term report was submitted to Dr. Collis on
         15 November 1990. Dr. Johnson-Winegar briefed the committee on
         the final recommendations in the short-term report. She then
         stated her belief that the recommendations had been approved and
         the Army Surgeon General had been tasked to form an implementa-
         tion group. This Task Force has not received a copy of that
         tasking, thus making it difficult for us to move forward with the
         recommendations.

             b.       MAJ Lightner said that it was his understanding that
         the recommendations for botulinum toxoid production that went
         forward from Dr. Mendez included renovation of the facility at
         the                                             and utilization
         of the facilities at U.S. Army Medical Research Institute of
         Infectious Diseases. Dr. Johnson-Winegar indicated that
         renovation of the MDPH facility will require 9 to 12 months
         thereby putting it out of range for any contribution to a short-
         term solution.


         3. (U) Environmental Documentation

             a. (U) LTC Rickett stated that the committee must prepare
         appropriate environmental documentation for the short-term plans.
         This documentation must address each proposed action in the plan.
         We will also be required to prepare an environmental documenta-
         tion for the long-term plan.
