            b. (U) Dr. Linden was tasked to provide the documentation
        that will cover the two reports' recommendations and the
        decisions by ASD(HA). Appropriate environmental considerations
        will be a part of the long-term plan.

        4. (U) Long-Term Plan

            a.        COL Dangerfield stated that the long-term plan must
        address medical defense against all validated and potential
        biological threat agents, in addition to anthrax and botulinum
        toxins. Furthermore, he said that it is important for the
        committee to address the larger question of (1) how to define the
        spectrum of the biological threat and (2) how to maintain a
        flexible posture in the face of an ever changing threat in the
        outyears.

            b.   (U) COL Bancroft stated that it would be important to
        address issues in both medical biological defense and defense
        against  infectious diseases in the long-term plan, since the line
        between  these two areas is often blurred.


            C.   (U) Dr. Johnson-Winegar asserted her belief that the
        long-term report should be restricted to medical defense against
        biological threat agents.

            d. (U) There was general agreement among the committee
        members that a long-term solution to medical defense against
        biological threat agents will require construction of a facility
        to produce vaccines. Also, it was agreed that this facility must
        be flexible in order to meet present as well as future
        requirements.

            e. (U) LTC Rickett suggested that it would be important for
        a long-term plan to make provisions for routine as well as surge
        requirements and to have a redundant capacity in the event that
o stop production.

        5. (U) New Taskers for Long-Term Plan

            a. (U) COL Bancroft will formulate a list of validated and
        potential BW threat agents.

            b. (U) Dr. Brandt will prepare an information paper on
        currently available and potential technologies for the
        production of vaccines for medical biological defense.
